7:00 PM the Planning Board meeting was called to order.
BOND REDUCTION/WAGNER MEADOWS SUBDIVISION: In January 2009, Jim Zingarelli, Town Engineer, revised the bond estimate. Inadvertently he did not account for a section where the work had been completed. Therefore, the previous estimate has been revised to $47,005.85 for Hayfield Lane (formerly Selectman Avenue), $52,791.24 for Preservation Way (formerly Wagner Way), and $48,372.68 for Wagner Lane (formerly Memories Lane). The total bond required is $148,169.77 (reduced from $351,992.53 on January 17, 2006). The Board reviewed the schedules of disbursements.
W. Ritter motioned to approve. A. Bonofiglio seconded. All in favor, approved.
DRAFT WINDMILL BY-LAW: The Board reviewed and discussed the proposed Windmill By-Law.
• M. Wronski: Recommended getting feedback from the Light Department, Light Commissioners, and Brian Bullock. The Board discussed usage on public or state owned property.
• W. Ritter: Would like to see them only allowed in the R-40 zoning district.
• D. Lindberg: Why would the Planning Board defer the authority to the Light Department to write the By-Laws.
P. Harding will research existing locations of residential windmills. There should also be a minimum acreage requirement for both residential and commercial.
The Board wants to know what wind speed is needed for residential use of windmills. The Board would also like to find a residential windmill in use.
The Board requested cost estimates for the installation of a single family residential windmill. P. Harding reported costs estimating $25,000. The Board felt this seemed relatively inexpensive. Windmill locations will have to be limited to specified areas where sufficient wind exists.
In an R-40 zoning district, a 5 acre minimum was discussed. Wind speed would need to be great enough to generate enough energy for a single family residential structure.
